Philip Y. Xiu (born 1987) is a British general practitioner, medical educator and healthcare governance adviser based in Leeds, England. He practises as a GP at Alwoodley Medical Centre and holds an honorary senior lectureship at the University of Leeds. Alongside clinical practice he works in medical education publishing, serving as Elsevier's Series Editor for the Crash Course textbook series and as Editor-in-Chief for Global Medical Education on ClinicalKey Student International.[3][4] He also holds a number of regulatory and advisory appointments in the English health system, including Medical Examiner for Leeds Teaching Hospitals, Specialist Advisor to the Care Quality Commission, and External Advisor in primary care to the Parliamentary and Health Service Ombudsman. His work spans five overlapping areas: general practice, postgraduate and undergraduate medical education, pharmacy and non-medical prescriber education, clinical assessment and digital learning, and clinical governance.

Early life and education

Dr. Xiu was born in 1987. He studied medicine at Pembroke College, University of Cambridge, from 2005 to 2011, graduating MA (Cantab) and MB BChir. During his undergraduate years he held a series of academic awards, including a Foundation Award, a Foundation Scholarship, a Pembroke College Scholarship, a Pembroke College Prize, an Isaac Newton Bursary and the Foundress Prize for Medicine. His undergraduate and early research work was supported by the Peter Brook Research Prize, the Cambridge University De Novo Research Prize, a Wellcome Trust research grant and a Framlingham research grant.

From 2011 to 2015 he trained in London, first as an Academic Foundation Doctor and then as a Core Medical Trainee, obtaining membership of the Royal College of Physicians (MRCP). He subsequently moved into general practice training, entering GP specialty training in 2016 and qualifying as a general practitioner in 2019 with membership of the Royal College of General Practitioners (MRCGP). He undertook further academic study in education, completing a Master of Science in Clinical Education at the University of Edinburgh between 2018 and 2022, and became a Fellow of the Higher Education Academy in 2019. He is a member of the Academy of Medical Educators, and also sits on the executive council as the chair of the Membership Committee. He holds the Royal College of Pathologists' Medical Examiner qualification (RCPathME) and, in 2025, became a Chartered Manager of the Chartered Management Institute (CMgr MCMI). He also completed a distance-learning MBA Essentials course with the London School of Economics in 2018.

Clinical practice and healthcare delivery

Dr. Xiu joined Alwoodley Medical Centre in Leeds as a general practitioner in 2019 and continues to practise there.[1] He became a GP Trainer and Educational Supervisor in 2021 and supervises GP registrars at the practice.[1][5] Since 2023 he has served as Educational Lead for Central North Leeds Primary Care Network.

He has contributed to national primary care workforce and service development through several NHS and arm's-length body appointments. Since 2023 he has been a GP Clinical and Educational Supervisor for NHS England's Performance Advisory Group. Since 2023 he has served as a Medical Examiner for Leeds Teaching Hospitals, a statutory role involving independent scrutiny of deaths not referred to a coroner. Between 2022 and 2024 he was a Medical Assessor for the Vaccine Damage Payment Scheme. Since 2024 he has acted as a Medical Expert Witness for the General Medical Council, and since 2025 as a Specialist Advisor to the Care Quality Commission for primary medical services. In 2025 he was appointed an External Advisor in primary care to the Parliamentary and Health Service Ombudsman.

Dr. Xiu contributed to national health data policy as a board member of NHS Digital's Methodology Review Group from 2018 to 2019, a group concerned with the methodologies underpinning healthcare data collection and analysis.[5] He has also spoken publicly on digital health and patient control of health records, including a recorded discussion on blockchain and health information marking the NHS's seventieth anniversary in 2018.

Medical education and publishing

Dr. Xiu has been Series Editor of Elsevier's Crash Course series since 2016, a revision series covering approximately 25 titles across the basic and clinical sciences, and oversaw the sixth edition published in 2025.[5][8] Publisher listings credit him as author of Crash Course Pathology and as editor of titles including Crash Course Medical Ethics and Medical Law, Crash Course Anatomy and Physiology and Crash Course Cardiology. Elsevier has described the series as having sold more than one million copies internationally and as having been translated into more than eight languages.

Since 2019 he has been Elsevier's Editor-in-Chief for Global Medical Education on ClinicalKey Student International, and he has also served as ClinicalKey Student UK Assessment Editor-in-Chief. In 2026 he became Chair of the Elsevier AI Board for ClinicalKey Student UK, and he has spoken publicly on the use of artificial intelligence in health professions education, including an Elsevier Faculty Hub webinar and interview in June 2026 addressing assessment design, equitable educational outcomes and educator-student relationships. From 2020 he has also worked as Elsevier Health's OrderSet Medical Lead for Saudi Arabia. He discussed personalised learning and inclusive assessment design in an interview for the Raise the Line podcast.

His assessment and examining work includes serving as an OSCE examiner for Leeds University Medical School since 2019 and as a national senior examiner for the Prescribing Skills Assessment (PSA) since 2024. He became an Honorary Senior Lecturer and Education Supervisor at the University of Leeds in 2023. Since 2024 he has been a national e-learning author on the Medical Examiner programme for the Royal College of Pathologists. He is a member of the Faculty Advisory Board of The British Student Doctor Journal and of the editorial team of the Journal of the Academy of Medical Educators.

His educational work has received several awards. He was part of the team whose Kumar & Clark e-book (8th edition) won First Prize in the Digital and Online Resources category of the BMA Book Awards in 2013, and a further digital resource was Highly Commended in the same category. He received the Mark Brennan Prize from the Institute of Medical Ethics for innovations in teaching, learning and assessment in medical ethics and law, and the onExamination/BMJ prize for best national e-learning resource. Earlier in his career he received the London Deanery's Excellence in Leadership Award in 2012 and 2013, and was named Employee of the Month at North Middlesex University Hospital in January 2012.

Pharmacy and non-medical prescriber education

A distinct strand of Dr. Xiu's educational work concerns the training and supervision of pharmacists, an area that expanded in England following the introduction of the NHS Pharmacy First service and of independent prescribing within the pharmacy undergraduate curriculum. Since 2024 he has acted as a Pharmacist Designated Prescribing Practitioner (DPP) and Pharmacist Clinical Supervisor.[5] He has supervised more than 40 independent prescribing trainees across a range of NMP courses and offers clinical skills teaching, mock OSCEs and shadowing; these are self-described directory statements rather than independently audited figures.

He contributed to the development of the Centre for Pharmacy Postgraduate Education (CPPE) programme NHS Pharmacy First – Delivering a quality service. An article published by CPPE in November 2024 records that the programme "was developed with jobbing community pharmacy professionals delivering this service, and Dr Phil Xiu a GP", in a discussion concerning antibiotic expectation management and the use of RCGP TARGET resources. CPPE has also published educational content presented by him, spanning the whole of Pharmacy First clinical pathways, including material on what constitutes a good consultation record within the Pharmacy First programme and a clinical skills video demonstrating otoscopy and ear examination.

For Community Pharmacy West Yorkshire (CPWY), Dr. Xiu presented a seven-part Pharmacy First podcast series published in April 2026, covering clinical pathways for urinary tract infection, shingles, impetigo, infected insect bites and Lyme disease, otitis media, sore throat and sinusitis. In June 2026 CPWY published a guidance article attributed to him on independent prescribing for community pharmacists, addressing supervisor selection, clinical placements, consultation skills, portfolio preparation and the specific obstacles facing community-based trainees. He was subsequently named among the expert speakers at a CPWY independent prescribing webinar, the recording and FAQs of which were published in July 2026.

Professional leadership and advisory roles

Within the Royal College of General Practitioners, Dr. Xiu was appointed Faculty Vice Chair for Member Values in September 2026, having previously served as Honorary Treasurer of the Yorkshire Faculty from 2020. He has been a standing member of the College's Audit and Risk Committee since 2024, and Deputy Clinical Lead since 2026.[5] He has been a member of the Executive Council of the Academy of Medical Educators since 2022 and chairs its Membership Committee.

He joined the National Institute for Health and Care Excellence's Indicator Advisory Committee as a standing member in 2024, together with its Clinical Reference Group Committee; the Indicator Advisory Committee advises on the development of indicators used to measure quality in the NHS. Also since 2024 he has served as a board member of his Local Medical Committee and as a Director on the board of Healthwatch Leeds, the statutory local health and social care consumer champion.

Research and publications

Dr. Xiu's peer-reviewed publications are chiefly in cardiology and acute medicine, and include work on heart failure care in specialist and non-specialist services (Open Heart, 2015), post-procedural arterial hypertension after transcatheter aortic valve implantation (Journal of Heart Valve Disease, 2014), serum sodium as a prognostic marker in cardiac resynchronisation therapy (Indian Heart Journal, 2017), cryoablation for atrial fibrillation during concomitant cardiac surgery (Interactive CardioVascular and Thoracic Surgery, 2011), an electrocardiographic case report in Annals of Emergency Medicine (2014), and earlier neuroscience work on the nucleus of the solitary tract (Behavioural Brain Research, 2009). His book contributions include a chapter on stroke and cerebrovascular medicine in Drugs in Neurology (Oxford University Press, 2017), and editorial work on Kumar & Clark's Cases in Clinical Medicine (5th edition, 2025) and also as the associate editor of Medical Sciences (4th edition, 2025).
